Representative Payee Program

Disability Rights DC (DRDC) receives an annual grant through the Social Security Administration (SSA) to conduct onsite reviews of representative payees to ensure that they are fulfilling their responsibilities. These reviews are assigned to DRDC by SSA.  DRDC can also refer payees for review, pending SSA approval, when DRDC receives allegations of a payee’s poor performance or misconduct. When conducting the reviews, DRDC interviews the representative payees and reviews the financial records of the sampled/assigned beneficiaries (SSA determines which beneficiaries of the representative payees DRDC reviews).  DRDC also conducts interviews with the assigned beneficiaries in their homes to ascertain if the payee is using the payments they receive for the current needs of the beneficiary and in their best interests.  If a representative payee is found to be mishandling Social Security benefits or is otherwise failing to comply with their duties and responsibilities, DRDC develops a corrective action plan with SSA’s approval.  DRDC has no authority to remove a representative payee.  SSA will investigate more significant issues.
